The Goddess was to blame for Enkidu's death. The Goddess gave the choice to sacrifice one person, either Enkidu or Shamash. Enlil influenced the sacrifice of Enkidu by suggesting that they sacrifice him instead of Shamash. If the Goddess never made the demand to sacrifice at least one of these people Enkidu wouldn't be in this situation.
